Issuance of new certificate after revocation. At any time after 1 year from the date of revocation of a certificate of registration, and upon the payment of all costs incurred by the Board as a result of the case at issue by the person whose certificate has been revoked, that person may make application to the Board for a new certificate, and the Board, at its discretion and upon evidence which in its opinion would warrant the granting of a new certificate, may issue a new certificate.
