Hearing: Procedure; rights of defendant; decision of Board.
1. The hearing of a complaint must be conducted by the Board. The defendant is entitled to appear in person and by legal counsel and must be given adequate opportunity to confront the witnesses against him, to testify and introduce the testimony of witnesses in his behalf, and to submit argument and briefs in person or by his counsel.
2. The failure of the person named in the complaint to attend his hearing or to defend himself must not delay or void the proceedings.
3. The Board may, for good cause shown, continue any hearing.
4. Upon conclusion of the hearing or as soon as practicable thereafter, the Board shall make and announce its decision.
