Board may require examination for reinstatement or renewal of license. The Board may require any person:
1. Whose license to practice professional engineering or land surveying has expired; or
2. Who has been the subject of a disciplinary proceeding before the Board,
Ê to pass a written or oral examination as a condition of reinstating or renewing his license.
