Right of appeal of unsuccessful applicant. Any unsuccessful applicant may appeal to the district court to review the action of the Board, if he files his appeal within 6 months from the date of the rejection of his application by the Board. Upon appeal the applicant has the burden of showing that the action of the Board is erroneous or unlawful.
