Complaint against licensee: Persons authorized to make complaint; particularity of charges. A complaint may be made against a licensee by:
1. An agent or inspector employed by the Board;
2. Any other licensee; or
3. Any aggrieved person,
Ê charging one or more of the causes for disciplinary action with such particularity as to enable the defendant licensee to prepare a defense.
