Election of officers; issuance of subpoenas; administration of oaths.
1. The Board shall elect a President, Vice President, Secretary and Treasurer from its membership.
2. Any member of the Board may:
(a) Issue subpoenas to compel attendance of witnesses to testify before the Board. Subpoenas must issue under the seal of the Board and must be served in the same manner as subpoenas issued out of the district court.
(b) Administer oaths in taking testimony in any matter pertaining to the duties of the Board.
