Right of person charged to hearing; continuation; reopening. The person charged is entitled to a hearing before the Board, but the failure of the person charged to attend his hearing or his failure to defend himself must not delay or void the proceedings. The Board may, for good cause shown:
1. Continue any hearing; or
2. Within 30 days after the hearing, reopen the proceedings and permit the person charged to submit evidence.
