Temporary restraining order or preliminary injunction pending proceedings. Pending proceedings for disciplinary action by the Board, a panel of its members or a hearing officer, the court may, upon application by the Board or the Attorney General, issue a temporary restraining order or a preliminary injunction to enjoin any unprofessional conduct of a psychologist which is harmful to the public, to limit the psychologist’s practice or to suspend his license to practice psychology, without proof of actual damage sustained by any person, this provision being a preventive as well as a punitive measure. The proceedings before the Board, a panel of its members or a hearing officer must be instituted and determined as promptly as the requirements for investigation of the case reasonably allow.
