Issuance of licenses. [Effective on the date of the repeal of the federal law requiring each state to establish procedures for withholding, suspending and restricting the professional, occupational and recreational licenses for child support arrearages and for noncompliance with certain processes relating to paternity or child support proceedings.] The Board shall issue a license as a cosmetologist, aesthetician, electrologist, hair designer, manicurist, demonstrator of cosmetics or instructor to each applicant who passes a satisfactory examination, conducted by the Board to determine his fitness to practice that occupation of cosmetology.
