Charge upon unclaimed property. No service, handling, maintenance or other charge or fee may be deducted or withheld from any property subject to this chapter if, under the holder’s policy or practice, the holder would not have excluded, withheld or deducted such a charge or fee if the property had been claimed by the owner before it was paid or delivered to the Administrator.
