Wholesale cigarette dealer’s license may be issued without payment of fees to certain applicants. The Department may issue a wholesale cigarette dealer’s license without payment of fees to any applicant who is authorized to do business on an Indian reservation or Indian colony or upon a military or other federal reservation.
