“Installer” defined. “Installer” means a person who owns or is a responsible managing employee of a business which installs a manufactured home, mobile home or commercial coach at the site where it is to be used for occupancy. The term does not include:
1. Employees of public utility companies; or
2. The purchaser of a manufactured home, mobile home or commercial coach.
