New York Civil Service Law Section 123 - Prohibition against transfer of employees to competitive class.

 123. Prohibition   against  transfer  of  employees  to  competitive
  class. Nothing in title A of this article shall be construed to effect a
  transfer to the competitive class of the civil service of  any  employee
  not heretofore included in such service.
