27-0505. Powers and duties of the commissioner.

In administering and enforcing the provisions of this title, the commissioner shall:

1. make an estimate of funds or appropriations for inclusion annually in the executive budget for state aid under this title including section 27-0509 hereof;

2. receive applications for state aid in such form and containing such information as he may require;

3. qualify municipalities for state aid and advise them concerning such qualification;

4. in the cases of collection system development programs and implementation feasibility projects, approve the geographical scope and subject matter coverage thereof prior to commencement to work thereon;

5. approve prior to final payment the documents in respect to which state aid has been sought;

6. approve vouchers for payment of state aid grants;

7. adopt guidelines setting forth criteria by which to evaluate the eligibility and relative entitlement of municipalities for funding under this title; and

8. perform such other and further acts and promulgate such further rules and regulations as may be necessary, proper and desirable to carry out effectively the provisions of this title.
