53-0105. Reports.
The  department  shall  from  time to time report to the governor, and
  shall make an annual report to the governor  and  the  legislature,  not
  later  than  May  first, concerning the effectiveness of this article in
  carrying out the legislative purpose pursuant to this  article,  in  the
  preceding calendar year.
