New York General Municipal Law Section 411 - Undertaking exempt from taxation.

  411.  Undertaking  exempt  from taxation. So long as a municipality
  shall own any undertaking, the property, within  the  municipality,  and
  all revenue of such undertaking shall be exempt from taxation.
