New York Insurance Law Section 102 - Declaration.

  102.  Declaration. The legislature hereby declares that the purpose
  of  this  chapter  is  to  recodify,  without  substantive  change,  the
  insurance  law in effect immediately prior to the effective date of this
  chapter.
