New York Labor Law Section 356 - Notice of unlawful manufacture.

  356.  Notice of unlawful manufacture. If the commissioner discovers
  any manufacture in a house contrary to the provisions of  this  article,
  he shall serve notice of such unlawful manufacture upon the employer.
