1052. Erie county water authority district. There is hereby created a district to be known as the "Erie county water authority district" which shall embrace so much of the territory included within the territorial limits of the county of Erie, as may be outside the territorial limits of the city of Buffalo, except the township of Tonawanda, including the village of Kenmore, in the state of New York.
