New York Public Authorities Law Section 1131 - State and town not liable on authority bonds.

*   1131.  State  and town not liable on authority bonds. Neither the
  state nor the town shall be liable on the bonds  of  the  authority  and
  such bonds shall not be a debt of the state, or the town, and such bonds
  shall contain, on the face thereof, a statement to such effect.
