New York Public Authorities Law Section 2787 - State and county not liable on authority bonds.

  2787.  State  and county not liable on authority bonds. Neither the
  state nor the county shall be liable on the bonds of the  authority  and
  such  bonds  shall  not  be  a debt of the state or the county, and such
  bonds shall contain on the face thereof a statement to such effect.
