1520. County mosquito control commission; appointment; membership. 1. Within ten days after the presentation of a petition for the establishment of a county mosquito control commission, signed and acknowledged by two hundred residents of the county in the same manner as are deeds entitled to be recorded, the board of supervisors of a county, adjacent to a county in the state of New York which contains not more than three towns and which is adjacent to a city having a population of over three million, shall appoint a county mosquito control commission as hereinafter provided.
2. Each county mosquito control commission shall consist of
(a) four resident taxpayers of the county, to be appointed by the board of supervisors of the county duly convened by the chairman thereof for the purpose of making the said appointments; and,
(b) one member, to be appointed by the commissioner, who shall be a resident of the county for which such commission is appointed, and who shall have equal powers, privileges and duties with the other members of such commission, and who shall, in addition thereto represent the commissioner in all matters as the commissioner may direct; and,
(c) the chairman of the board of supervisors of the said county, who shall be a member ex-officio of said commission and who shall have equal powers, privileges and duties with the other members of such commission.
3. Each county mosquito control commission shall be known as "The (here shall be inserted the name of the county in and for which the commissioners are to be appointed) County Mosquito Control Commission."
4. The chairman of the board of supervisors of each county for which a county mosquito control commission is to be appointed pursuant to the provisions of this section shall convene the said board at the most suitable and convenient place, or otherwise arrange for concerted action for the purpose of acting as a board for the appointment of the four resident taxpayers in such county, as herein provided. The members of such appointing board shall serve without pay, except that the necessary expenses of each member for actual attendance at any meeting of such board shall be allowed and paid.
