2423. Cancer institute; administration of gifts and trusts. The commissioner, as the successor of the board of trustees of the state institute for the study of malignant diseases, shall execute and administer any gifts, transfer or trust heretofore made to or for the benefit of such institute and may receive gifts, legacies and bequests, and use the same for the advancement of the subjects and purposes of the institute.
