2723. Centers for treatment of hypertension; establishment by commissioner. Pursuant to rules and regulations of the department, the commissioner shall establish such centers throughout the state as he deems necessary to provide a program of treatment and care for hypertension and promote the diagnosis, screening, evaluation and methods of treatment of hypertension. The commissioner shall also designate the geographic areas to be served by such center and may provide for the proper administration of such centers.
