New York Public Health Law Section 3032 - Rules and regulations.

  3032.  Rules and regulations.  The state council, with the approval
  of  the  commissioner,  shall  promulgate  rules  and   regulations   to
  effectuate  the  purposes  of  sections  three thousand thirty and three
  thousand thirty-one of this article.
