New York Racing, Pari-Mutuel Wagering and Breeding Law Section 1104 - State eligible to join compact.

 1104. States eligible to join compact. Any state that has adopted or
  authorized  horse  racing with pari-mutuel wagering shall be eligible to
  become a party to this compact.
