Oregon Statutes - Chapter 223 - Local Improvements and Works Generally - Section 223.861 - Basis of assessment.

Assessments shall be based upon any reasonable basis of assessment related to services received by the assessed property for the period specified in the measure. [1983 c.234 §4]
