Oregon Statutes - Chapter 247 - Qualification and Registration of Electors - Section 247.009 - Qualification to vote in political subdivision.

Unless specifically provided otherwise, a person may vote in an election of a political subdivision of this state only if the person is an elector registered in the political subdivision. [1983 c.83 §2]
