Oregon Statutes - Chapter 451 - County Service Facilities - Section 451.420 - District may construct and operate service facilities.

When authorized as provided in ORS 451.410 to 451.610 a district may construct, maintain and operate any or all of the service facilities specified in ORS 451.010. [1955 c.685 §2; 1963 c.515 §8; 1973 c.785 §6]
