The Department of Environmental Quality shall conduct a solid waste composition study at least once a biennium for all areas of the state not covered by other solid waste composition studies. The study may include:
(1) A measurement of the per capita waste disposal rate; or
(2) A statewide survey of the amount of waste reduced through material and energy recovery. [1991 c.385 §5; 1993 c.560 §79]
