Oregon Statutes - Chapter 526 - Forestry Administration - Section 526.505 - Policy.

Trees not only are important to the economic and environmental well-being of Oregon, but also represent a significant component of the quality of life for urban residents. As a matter of policy, it is important to promote and protect the human habitat values that accrue from a healthy urban forest. Therefore, it is declared to be the public policy of the State of Oregon to encourage cities to plant and properly care for trees within the cities’ urban growth boundaries and develop management plans to protect and promote urban forests.
