The Legislative Assembly finds and declares that:
(1) The successful solicitation of gifts, grants and donations for the benefit of the Oregon State Fair allows the operation, improvement and maintenance of facilities or programs enjoyed by the public. The receipt of gifts, grants and donations for the benefit of the Oregon State Fair reduces the amount of public moneys that must be spent for the operation, improvement and maintenance of facilities or programs.
(2) The successful solicitation of gifts, grants and donations by a nonprofit, tax exempt organization for the benefit of the Oregon State Fair minimizes the cost to the state of obtaining those gifts, grants and donations. Cooperation between the State Parks and Recreation Department and such an organization, including the provision of tickets and other promotional items, facilities, supplies, staff and services by the department for use by such an organization in connection with fund raising efforts, serves a public purpose by increasing the ability of the organization to successfully solicit gifts, grants and donations for the benefit of the Oregon State Fair.
