(1) The State Board of Higher Education may hold institutes for the instruction of citizens of this state in the various branches of agriculture at such times and at such places as the board may direct. The board shall make such rules and regulations as it deems proper for organizing and conducting the institutes, and shall employ an agent or agents to perform such work in connection therewith as it deems best.
(2) The course of instruction at the institutes shall be so arranged as to present to those in attendance results of the most recent investigations in theoretical and practical agriculture.
