The directors or state or federal officials have authority to go upon any lands within the district after notifying the owner or operator for the purpose of making surveys and to determine whether land-use regulations adopted under ORS 568.630 to 568.690 are being observed. Due precaution shall be taken at all times to prevent injury to growing crops or livestock.
