Commissioner, 90 F.2d 814, 817 (4th Cir. 1937), affg. 34 B.T.A. 228 (1936), wherein the appellate court stated that "an intensive campaign to get new customers at any time gives rise to capital expenditures, and the time when such expenditures might be incurred is not confined to the early or formative stages of a company". We have considered all arguments by the parties, and, to the extent not discussed above, find them to be irrelevant or without merit.
