In connection therewith, the U.S. Attorney’s Office proposed to Mr. Feinsmith an agreement (the cooperation agreement) under which Mr. Feinsmith would agree with the U.S. Attorney’s Office to cooperate in its investigation in exchange for immunity from criminal prosecution for any offense connected to the scheme.
