Sec. 1071.454. PENALTY TO BE PAID OR HEARING REQUESTED. (a) Not later than the 20th day after the date the person receives the notice under Section 1071.453, the person may:
(1) accept the executive director's determination, including the recommended administrative penalty; or
(2) request in writing a hearing on the determination.
(b) If the person accepts the executive director's determination, the board by order shall approve the determination and order payment of the recommended penalty.
