PRESLEY v. ETOWAH COUNTY COMM'N

Opinion of the Court

and control the maintenance, repair, and construction of the county roads. See Ala. Code §§ 11-3-1, 11-3-10 (1975). The consolidated appeals now before us concern certain changes in the decisionmaking authority of the elected members on two different county commissions, and the question to be decided is whether these were changes "with respect to voting" within the meaning of § 5 of the Voting Rights Act of 1965, 79 Stat. 439, as amended, 42 U. S. C. § 1973c.
