Majestic legislation like the Federal Tort Claims Act should be read with the vision of the judge, enlightened by an interest in justice, not through the opaque green eyeshade of the cloistered bookkeeper. As President Lincoln observed in his first State of the Union Message:
"It is as much the duty of Government to render prompt justice against itself, in favor of citizens, as it is to administer the same between private individuals." 17
I respectfully dissent.
