None of the considerations that the principal opinion would weigh in the course of its balancing process in this
circumstances where relief would be available in federal court under Young. Some state courts have announced as a general rule that a suit seeking to enjoin acts by a state official that violate federal law, or are otherwise unauthorized, is not a suit against the State.
