It shall be unlawful for any person to offer or expose for sale, advertise, or ship into this Commonwealth, any Irish potatoes or parts thereof intended for propagation purposes, and/or to plant any Irish potatoes or parts thereof intended for the production of commercial white potatoes, which do not conform to the standards of "approved seed" potatoes as herein defined.
