All moneys levied and collected under the provisions of this chapter shall be credited on the Comptroller's books to a fund to be known as the "Virginia Soybean Fund." All moneys credited to the Virginia Soybean Fund are hereby appropriated for the purposes set forth in this chapter. In carrying out the purposes of this chapter, the Board shall have the authority to cooperate with other state, regional, national and international agricultural organizations in research, education, publicity, and the promotion of the sale and use of soybeans. The Board shall have the authority to sell printed materials, rent exhibit space at meetings, and to engage in any type of ethical revenue-producing activity which will help defray the costs of Board programs. The proceeds from such activities shall be promptly paid into the Virginia Soybean Fund. The Auditor of Public Accounts shall audit all the accounts of the Board as is provided for in § 30-133.
The unexpended balance of the Virginia Soybean Fund at the end of each biennium shall not be transferred to the general fund of the state treasury.
