The Commissioner, with the assistance of the Virginia Cooperative Extension Service and the Virginia Cattle Industry Task Force shall arrange for and manage the referendum referred to under subsection (1) of § 3.1-796.15. The Commissioner shall, sixty days before the date upon which a referendum is to be held, fix, determine and publicly announce by posting on the front door or public bulletin board of the courthouse in each county in which cattle are produced a notice specifying the date, hours, and polling places or other ways for voting in such referendum. In addition, the notice shall state the purpose for which the Virginia Cattle Industry Board is created, its powers, and the amount and means of collecting the tax levied in support of the Board, as well as the purposes for which the proceeds of such levy shall be expended.
Upon the passage of the referendum, the cost of holding the referendum shall be reimbursed by the Board to the Department of Agriculture and Consumer Services. Costs shall not include the payment for services of any employee of the Department or the Virginia Cooperative Extension Service.
