§ 22.1-208.2. Virginia Reading Recovery Program established
A. The development of reading skills among those students identified as at risk of reading failure shall be emphasized through instruction in the elementary schools of every school division. To reduce illiteracy, develop strategies that promote reading and independent learning skills, and better equip teachers to provide reading instruction, there is hereby established the Virginia Reading Recovery Program.
B. The Program shall consist initially of (i) Reading Recovery training sites designed to prepare teachers to assist pupils in the development of reading skills; (ii) financial assistance in the form of competitive grants to local school divisions to support teacher training that may include programs to provide training for teachers to work with students, to train other teachers, and to operate a Reading Recovery training site for teachers; and (iii) program planning and development support in cooperation with local school divisions.
C. The Virginia Department of Education will distribute and monitor the funds necessary to implement the Program from available appropriations for such purposes according to guidelines established by the Department.
