           2           003.  Claim 3 on appeal reads as follows:                                                 
           3           3. The system of claim 2, further including a plurality of state-run or                   
           4           state-controlled motor vehicle departments or facilities (37), and                        
           5           wherein each of said state-run or state-controlled motor vehicle                          
           6           departments includes a receiver for receiving signals from satellites.

           8           004.  Claim 4 on appeal reads as follows:                                                 
           9           4. The system of claim 3, wherein each of the state-run or state-                         
          10           controlled motor vehicle departments or facilities includes means for                     
          11           receiving signals from satellites indicative of a vehicle exceeding the                   
          12           speed limit, and means for issuing a speeding ticket to an operator or                    
          13           owner of the vehicle indicated to have exceeded the speed limit.

          15           005.  Claim 5 on appeal reads as follows:                                                 
          16           5. The system of claim 3, further comprising delay means in the                           
          17           vehicle, said delay means providing a predetermined amount of time                        
          18           to an operator of the vehicle to stop exceeding the speed limit before                    
          19           the violation signal is transmitted via said transmitter of the vehicle,                  
          20           so that if the vehicle operator stops speeding within the predetermined                   
          21           amount of time defined by said delay means, then no violation signal                      
          22           is transmitted and no ticket will issue for speeding which took place                     
          23           within the predetermined amount of time.

          25                 Findings of fact 006, 007, and 011 are intentionally omitted.                       
          26                                                                                                     
          27           008.  Claim 8 on appeal reads as follows:                                                 
          28           8. The system of claim 5, wherein said controller includes means for                      
          29           instructing said transmitter to transmit the violation signal only when                   
          30           exceeding of the speed limit by the vehicle continues entirely through                    
          31           and beyond the predetermined amount of time defined by said delay                         
          32           means.
