1 the vehicle receiving positional signals from the satellites so as
2 to indicate position of the vehicle on Earth, and
3 determining, based upon (a) a speed at which the vehicle is
4 being driven, (b) stored speed limit information, and (c) location of
5 the vehicle on Earth based upon the positional signals received from
6 the satellites, that a notification of traffic law infraction or traffic
7 ticket should be issued to an owner or driver of the vehicle.

9 015. Claim 15, also a new claim in the reissue application, on appeal
10 reads as follows:

12 15. A method of monitoring traffic and issuing tickets in response to
13 traffic law infractions, the method comprising:
14 providing a plurality of orbiting satellites around Earth;
15 providing at least one vehicle for traveling on a roadway, the at
16 least one vehicle including a satellite receiver, and a memory for
17 storing traffic law information including speed limit information;
18 the vehicle receiving positional signals from the satellites so as
19 to indicate position of the vehicle on Earth; and
20 determining, based upon a speed at which the vehicle is being
21 driven and location of the vehicle on Earth based upon the positional
22 signals received from the satellites, whether a notification of traffic
23 law infraction or traffic ticket should be issued to an owner or driver
24 of the vehicle and if so storing information relating to said infraction
25 or ticket in memory on the vehicle.

30 16. The method of claim 13, further comprising providing a
31 predetermined amount of time for the driver of the vehicle to stop
32 exceeding a speed limit before the notification of traffic law infraction
33 is issued and/or transmitted, so that if the driver of the vehicle stops
34 exceeding the speed limit within the predetermined amount of time
35 then no ticket will be issued for the speed limit violation before the
36 predetermined amount of time elapsed.
