The apparatus according to claim 2 further comprising measuring means for monitoring operation of said waste treatment apparatus by measuring changes in operating parameters of the apparatus that indicate dynamic wet pressure changes across the diffusion elements with sufficient precision for initiating the flow of cleaning agent with sufficient frequency for maintaining the dynamic wet pressure across the diffusion elements in a range not to exceed about 25 inches of water gauge above a base condition of said elements. 13. The apparatus according to claim 3, 11 or 12 wherein said measuring means comprises means for measuring pressure across or flow of gas through one or more diffusion elements. 14. The apparatus according to claim 3, 11 or 12 wherein said measuring means comprises means for measuring the pressure across and flow of gas through one or more diffusion elements. 15. The apparatus according to claim 3, 11 or 12 wherein said measuring means comprises means for measuring said changes with sufficient precision to maintain the dynamic wet pressure across the diffusion elements in a range not to exceed about 15 inches of water gauge above said base condition. 16. The apparatus according to claim 3 or 12 wherein said measuring means comprises means for measuring the hydrostatic pressure of said liquid at about the elevation of the diffusion elements, means for measuring gas pressure within a plenum downstream of a flow-regulating means, and means for measuring the gas pressure within a header supplying gas to said flow regulating means. 17. The apparatus according to claim 3, 11 or 12 wherein said measuring means includes means for measuring the dynamic wet pressure across one or more of said diffusion elements. 18.
