OPINION In reaching our decision in this appeal, we have given careful consideration to appellants' specification and claims, to the applied prior art references, and to the respective positions articulated by appellants and the examiner. As a consequence of our review, we have made the determinations which follow. Independent claim 1 defines appellants' invention as being a tarpaulin comprising a sheet (e.g., of canvas or synthetic resin material), a reinforcing webbing applied to the outer side of the sheet, a retroreflective sheeting "incorporated onto the reinforcing webbing," and a plurality of non-elastic straps "joined to said retroreflective sheeting on said outer side" for attaching to a perimeter of a vehicle.
