                                 DECISION ON APPEAL                                   
               This is a decision on the appeal from the final rejection of           
          claims 1-11, which are all of the claims pending in the present             
          application.                                                                
               The claimed invention relates to the embedding of                      
          supplemental data, such as a watermark, in a digital signal to
