                                 DECISION ON APPEAL                                   
               This is an appeal from the final rejection of claims                   
          1 through 4, 6 through 13 and 15 through 31.                                
               The disclosed invention relates to a method and apparatus              
          for changing the circuit structure of a programmable logic device           
          in an encrypting/decrypting apparatus.
